The bible is spiritual so this is talking about your mind. you make war in your mind when you get mad at some one you are making war by saying who do thy think thy are. some what to that. but when you make peace with it ( when it does not up set you ) then you have peace in your mind, in your nations all this is in you. when you lay it all down. then you have the lion and the lamb. do you get it. thank about it God will show you.
