I live in MN. an uninsured, hit and run, and no licensed driver hit me today. what are my options?

I live in Minneapolis and was hit by a van today. the woman was driving erratically down 35W and eventually hit my car. she drove away, despite many witnesses and people honking at her. i called the police and they couldnt get anyone out there quick enough and i told them i was following her because she is driving terribly and will cause other accidents. she ended up getting off the highway and found her way through back roads home. i called the police again, who said it was no longer a state trooper they would send, but now a richfield (city cop) since she no longer was on the highway. long and short, cop arrived, the woman who hit me was mexican decent, so i couldnt understand her, along with the child in her front seat. she had no insurance and no drivers license. now im stuck having to pay a $500 deductible and cops tell me its not technically a hit and run since they found her! what are my options, if any? it makes me sick that i had to follow her around minneapolis, i have to pay out of pocket, and she wasnt even arrested or anything...just had a citation. this seems ridiculous to me. she could have killed someone today. i want her to pay me 500 cash so i dont have to pay the deductible, not to mention my car that i own will have over 3000$ in damages from this. Any advice out there or am I out of luck? thank you in advance.
