Do colleges accept a new student under special cirstances?

My daughter delayed going to college due to health problems that needed to be stabilized. Now that she wants to go, without a DTA, would a written letter begging to get in help? She wants to go in spring or fall. She almost has 40 credits from a comm. college, is lacking 1 cl! ( she a minority with epilepsy) Don't want to use that tho. Thanks!
