Should MLB fine or penalize Owners of certain teams that put the money they make in their own pockets ->?

Instead of using the money to help their teams get better? Too many fans want to blame the Yankees Red Sox Mets Cubs & The Braves for getting Good players instead of blaming their own teams Owners who either want to cut more Payroll or do nothing to improve their team(Pirates Nationals are prime examples) Not to mention the Union & the Players themselves who don't want a Salary Cap under any cirstances. Should MLB start hiring Owners who actually care about making the teams they own better instead of those who only look at their teams as nothing but making money for them or look at it as a luxury?
